DA Mike Schmidt announces guilty verdict in vehicular homicide trial

PORTLAND, Ore. – Today, Multnomah County District Attorney Mike Schmidt announced that a jury convicted Luis Silva Echeverria Navarrete of manslaughter in the first degree and other charges associated with a vehicular homicide that happened on November 26, 2017.

Multnomah County Senior Deputy District Attorney Glen Banfield prosecuted this case. Chanel Thomas was the assigned Victim Advocate.

According to evidence presented during trial, Daniel Gene Ramsey III and his girlfriend were attempting to cross North Fessenden Street at North Alma Avenue in Portland, Oregon when a vehicle driven by Echeverria Navarrete struck and killed Mr. Ramsey.

Echeverria Navarrete left the scene without rendering aid.

Investigators with the Portland Police Bureau’s Major Crash Team responded to the scene and collected car pieces located within the crime scene. Through his investigation, Portland Police Officer Garett Dow determined that the parts belonged to a 1997 – 1998 BMW 540i-series.

On January 09, 2020, a person contacted Portland Police and said a person, later identified as Echeverria Navarrete, confessed to them about being involved in a fatal car crash year’s earlier.

When Portland Police reviewed a law enforcement database on Echeverria Navarrete, they discovered Hillsboro Police arrested Echeverria Navarrete approximately one hour after the fatal crash in north Portland. The vehicle involved in the crash in Hillsboro was a 1997 BMW 540i-series that was registered to Echeverria Navarrete.
