PORTLAND, Ore. – Today, Multnomah County District Attorney Mike Schmidt announced that Quentin Blackmon is charged with allegedly murdering Michael Epps, and is also charged with attempting to kill another person several weeks prior to the homicide.
The murder investigation started on October 1, 2020 at approximately 5:30 a.m. when the Portland Police Bureau responded to a 9-1-1 call about a shooting at Northeast 111th and Northeast Sandy Boulevard. Police arrived and located Epps deceased.
For the crimes associated with the October 1st homicide, the indictment charges Blackmon with one count of murder in the second degree with a firearm, one count of unlawful use of a weapon with a firearm and one count of being a felon in possession of a firearm.
During the homicide investigation law enforcement learned information that allegedly connected Blackmon to a separate shooting that occurred on August 24, 2020 at Northeast 111th and Northeast Sandy Boulevard.
For the crimes associated with the August 24th shooting, the indictment charges Blackmon with one count of attempted murder in the second degree with a firearm, one count of attempted first degree assault with a firearm, one count of unlawful use of a weapon with a firearm, and one count of being a felon in possession of a firearm.
The Multnomah County District Attorney’s Office continues to work with the Portland Police Bureau’s Homicide Detail to investigate a second homicide that occurred at approximately 7:45 p.m. on October 1, 2020 at Northeast 111th Avenue and Northeast Sandy Boulevard.
At this point, the Multnomah County District Attorney’s Office is unable to say whether the two homicides from October 1, 2020 at the same location are related. No charges have been filed in the homicide that occurred at approximately 7:45 p.m. on October 1st.

No additional information can be released by the Multnomah County District Attorney’s Office at this time.
A charging document is only an accusation of a crime. Blackmon is innocent unless and until proven guilty.
